Nothing here is ranked, and two of these tools beat QuoteStitch at something. Where that is true, the entry says so.

Seven tools, and one of them takes a video file. The other six start from pictures you have already taken.
The second split is what each one keeps. Two of the seven measure the band, and the rest ask you to set it.
If you already have the video, the first split decides your choice before any other column does.

NeatForge states no file size limit and free unlimited use. SubtitleStitch caps a run at 50 images, with a maximum of 10MB per image. UpliftOrch caps a run at 20 screenshots. QuoteStitch states no fixed count.
Do any of them read the subtitle text?
None of the seven performs text recognition. They work on pixels, which is why subtitles burned into the picture are required and a separate .srt file is not accepted.
Are these tools free?
All seven can be used free of charge. SubtitleStitch states no watermark and unlimited daily exports. UpliftOrch states no watermark. QuoteStitch states no watermark and no account.
Which ones work on a phone?
SubtitleStitch says its interface is responsive, and QuoteStitch runs the same page on iPhone, iPad and Android. tool.lu warns on its own page that its stitcher may not work in a mobile browser.
